Brad Baker, Santa Rosa County Administrator
Brad will provide an overview of the Planning, Development & Environment (PD&E) Study for the Navarre Beach Bridge Project—the critical first step toward replacing the obsolete bridge.
Why it matters to begin immediately to everyone that lives, visits and loves Navarre Beach: Accelerating the PD&E keeps the project eligible for future funding, shortens the overall timeline, and addresses critical safety, resiliency, and mobility needs sooner.
What it entails: A comprehensive evaluation of project purpose and need, alternatives analysis, traffic and safety modeling, environmental impacts, engineering feasibility, cost estimates, and public involvement—all required before design can proceed.
How our community can participate: Through public workshops, comment periods, surveys, and briefings, residents and businesses can help shape alternatives, weigh trade-offs, and inform the recommended solution.
Bring your questions: Brad will leave time for Q&A so you can get answers on scope, timeline, funding, and next steps.
As part of this effort, The Navarre Chamber is requesting the Santa Rosa County Board of County Commissioners to initiate the PD&E Study and preserve the funding already designated for this work.
Specifically, we respectfully request the Board to:
Preserve the existing $1.1 million earmarked for the PD&E Study; and
Allocate additional funds as needed from Santa Rosa County reserves so the Study can begin immediately.
We’re ready to collaborate with Staff, FDOT, and our state and federal partners, and to assist with public engagement throughout the PD&E process. 🗳️

East Bay K-8 - Melissa Mathias is a remarkable second-grade teacher at East Bay K-8. She is dedicated to making learning exciting and engaging for her students through innovative lessons such as citrus volcanoes. She sparks students' curiosity and discovery. Her commitment to leadership also extends beyond her classroom as she leads the Junior Optimist Club, where she shares her passion for service above self-coordinating donation drives and opportunities for students to give back to the community. Melissa's enthusiasm and innovative approach inspire both her students and colleagues, making her an invaluable member of the East Bay K-8 family.
Holley Navarre Intermediate School – Cheryl Burt is in her 14th year of teaching at HNIS. She has taught in various self-contained ESE classrooms including OHI, CBSA, and Sensory during most of those years. In these classrooms, some of the most challenging students, both behaviorally and cognitively, are taught academic and life skills to assist them in becoming more independent in the future. Ms. Burt is a master of small group, differentiated instruction as she teaches all grade levels in her classroom and provides each student with the support needed according to their Individualized Education Plan (IEP). Ms. Burt is a team player who is willing and eager to support peers in all areas. This year, she has provided invaluable support to a new teacher as she navigates the teaching profession in a challenging CBSA classroom. Cheryl Burt loves her students and is willing to go the extra mile to see them soar!
Holley Navarre Middle School - Jodi Russell has been teaching gifted students for the past 18 years. She has been part of the Bulldog family for the past 8 years. During that time, she has held an HNMS Science Fair and taken our winners to the West Panhandle Regional Science Fair. Many of our students have gone on to compete and place at the state level. Mrs. Russell has organized our STEAM night for the past 3 years. This year in addition to teaching Gifted Science she is also teaching the Environmental Course which is a CTE course. WE are thrilled to have Jodi Russell as our teacher of the quarter.
Holley Navarre Primary - Corrie Garcia, HNP’s dedicated media specialist, delivers engaging daily lessons to students and collaborates closely with teachers to enhance content and student-led academic teaming. She supports new educators with guidance and encouragement, fostering a positive learning environment. Corrie's upbeat and encouraging outlook inspires both students and staff, making her an invaluable part of our school community.
Navarre High School - Navarre High School is proud to recognize Vernisa Chaves! As a dedicated English teacher and Student Government Association sponsor, Mrs. Chaves is kind, helpful, and dependable. Whether decorating for Homecoming, stepping up to teach a new class, or advancing her skills to better support ELL students, she always gives her best. Her positive attitude inspires and strengthens both the classroom and after-school activities for everyone around her.
West Navarre Intermediate School - An extraordinary and dedicated 5th-grade educator, Mrs. Dawn Rodman exemplifies leadership, collaboration, and heart in all she does. Teaching three ELA blocks, she has taken student-led academic teaming to a new level, empowering learners to take ownership of their success. A true teacher leader and our school’s ELA representative, she’s always ready to lend a helping hand and uplift those around her every day! Congratulations, Mrs. Rodman!
West Navarre Primary School - Michelle Estes, our West Navarre Primary Teacher of the Quarter, is a dedicated CBSA ESE teacher who goes above and beyond to meet each student's unique needs. Her focus on communication, socialization, and academics helps her students grow in independence and confidence. Michelle's commitment and love for her students shine through daily as she tirelessly supports their success in every way.
Woodlawn Beach Middle School – Ashley Farnsworth As an 8th grade Science teacher, yearbook sponsor, and NJHS sponsor, Ashley wears many hats with grace and dedication. Hard-working and always willing to help, she’s the kind of colleague everyone is grateful to have. Her passion for teaching shines through in everything she does. She truly loves her students and always wants the best for them. A well-deserved honor!
